I stand here today to keep the promise I made publicly last year on November 21st. I made this promise at the meeting in Kadriorg's Ice Cellar where representatives of the voluntary sector, politicians from parliamentary parties and experts of constitutional law agreed to initiate what later became known as the Rahvakogu or Popular Assembly. The aim of this joint initiative was to gather ideas on how to enliven political competition, strengthen the voters' voice, enable participation in politics in-between elections, prevent compulsory party membership, and make the financing of political parties more honest.

This morning, I signed the resolution to declare that the elections for the new Riigikogu will take place on 6th March 2011. Early voting will begin from Independence Day, 24th February.

Good fellow citizens.

Before the elections, I call on you to discuss and reflect upon your responsibility. By this, I mean the responsibility of everyone to make as wise a choice as possible. But also, it is the responsibility of the political parties to develop proposals to make our society better.

Today we also remember all of the other victims of crimes against humanity and bow our heads to honour everyone who suffered or perished at the hands of totalitarian injustice. For us, the fortunate ones, endowed with the privilege of living in a free and independent Estonia, this is our duty and heartfelt desire.
